Allotment
Each calendar year member libraries receive a library materials budget called the allotment which is administered from Yellowhead. The allotment for school libraries is based on school enrolment. The allotment for public libraries is based on the population of the municipality (i.e. village, town or city).
The library materials purchased with the allotment are the property of the library which ordered them. YRL collections, such as reference remain the property of YRL.
School and Public Library Managers can find out their allotment balance at any time by logging into the CCD Tool (Coordinated Collection Development) Tool. Instructions on how to login to the CCD Tool can be found on the Selections Lists and Ordering page. Information on logins and passwords can be obtained by emailing yrlorders@yrl.ab.ca

Allotment Guidelines
- YRL operates on a January to December calendar year. Allotment distribution is done each January.
- Allotment balances are provided to each library throughout the fiscal year.
- At year end, if the overall carry-over exceeds 10% of the total YRL allotment, then an individual library with a carry-over of more than 10% will have one month from the date of notification to submit orders that will bring their carry-over down to 10% or less. After one month any funds in excess of 10% may be transferred to the HQ collections.
YRL reserves the right to limit the amount of over-commitment for any given library.
Reimbursement for Outside Purchases through Allotment funds - Available to Member Public Libraries Only
As of January 2010, YRL will reimburse member public libraries for outside library materials purchased. This program allows member public libraries to submit the receipt(s) for library materials purchased outside of YRL and receive reimbursement for the cost of those materials. The funds for the reimbursement are deducted from the member libraries allotment balance. Reimbursement will only occur when there are available funds in the allotment account.
To receive reimbursement, the member public library must submit a copy of the receipt along with a completed YRL form for reimbursement.
